Serge Papin confirmed a targeted response for businesses affected by the fires in Gironde and Landes. No general support package comparable to a "whatever it takes" approach has been announced. The measures confirmed focus primarily on insurance, payment deferrals granted by the URSSAF (the French social security agency), and emergency aid for certain self-employed workers.
Fires cause material damage, evacuations, and business interruptions during peak tourist season. However, the available aid differs between a business directly affected and one that only experiences cancellations or a drop in visitors.
Interviewed on TF1 on July 28, 2026, Serge Papin, Minister for SMEs, Trade, Crafts, Tourism, and Purchasing Power, ruled out the creation of a mass compensation mechanism. The announced response will be based on existing mechanisms and a case-by-case examination of each situation.

For professionals whose buildings, equipment or goods have been damaged, insurance is the first level of support.
France Assureurs announced on July 27 an exceptional extension of the deadline for reporting claims until August 31, 2026 for fires in Gironde, Landes and Var.
This extension does not guarantee automatic compensation. Coverage depends on the policy purchased, the guarantees provided, the deductibles, and the assessment of damages.
In particular, a loss of business is only compensated if it falls within the scope of the contract. A drop in bookings without guaranteed material damage may therefore remain excluded.

Urssaf deferrals are officially activated
The Urssaf has confirmed measures for employers and self-employed people whose activity is affected by the fires in Gironde and Landes.
Employers can request an extension for their social security contributions. The organization also indicates that it will be understanding when a reporting delay is directly caused by the fires. In such cases, penalties and surcharges will be automatically waived.
Self-employed workers can request a deferral of their payment deadlines without penalty. Those who anticipate lower business activity than the previous year can also request a reduction in their provisional contributions.
These measures temporarily improve cash flow, but they do not erase the contributions owed and do not directly compensate for lost revenue.
Emergency aid of up to 2,000 euros
The Council for the Social Protection of Self-Employed Workers has activated emergency aid for affected professionals.
Subject to certain conditions, this aid can reach €2,000. The Urssaf (French social security agency) announces that payment will be made within fifteen days of receiving the completed form.
The scheme may apply to craftspeople, shopkeepers, and certain self-employed professionals affiliated with the CPSTI or Cipav. It does not automatically apply to all companies or all tourism businesses indirectly affected.
Partial activity remains subject to authorization
Serge Papin indicated that partial activity could be mobilized by companies whose activity is prevented or reduced due to evacuations.
This measure does not automatically apply to all businesses in an affected area. The employer must submit a request to the administration and justify the reduction or temporary suspension of their activity.
According to the specialized press, the figure of 13,000 companies has been mentioned for the Gironde region. This refers to a potential area and not the number of applications already submitted or accepted.
No general compensation yet for tourist cancellations
The situation remains more uncertain for campsites, hotels, restaurants and service providers who have not suffered any material damage, but are recording cancellations.
Serge Papin announced a degree of administrative flexibility and the possibility of deferring payments. His office also mentioned discussions with insurers regarding general business interruption losses.
As of July 28, 2026, no automatic national aid covering these losses in attendance had been officially established. It would therefore be premature to present these discussions as a guaranteed compensation.
A company facing difficulties with its bank or credit insurer can contact the Credit Mediation service, a free and confidential service provided by the Bank of France. The Business Mediator, on the other hand, intervenes in contractual disputes with other companies or government agencies. Neither of these services provides direct financial assistance.
The tourism recovery depends first and foremost on safety
Serge Papin stated:
"The season isn't over yet."
The minister called on travellers to maintain their stays in accessible areas when the authorities allow it.
This statement should not be interpreted as a general lifting of restrictions. As of 2 p.m. on July 27, the Gironde prefecture still estimated the burned area at 42,000 hectares. It indicated that nearly 220,000 people had been preventively evacuated since the start of the fire and that the situation remained critical.
Professionals must therefore check prefectural guidelines, traffic conditions and the actual accessibility of their establishment before confirming a stay.
Steps to take without delay
Businesses directly affected must report their loss to their insurer, keep invoices and photograph the damage when authorities allow access to the premises.
Those experiencing a loss of business must document cancellations, compare their turnover with previous periods and maintain exchanges with their customers and suppliers.
The response presented by Serge Papin therefore relies on several distinct mechanisms. Verified aid programs exist, but access to them depends on the company's status, the nature of the damages, and the review of each case.
