Rwanda continues to attract investors in the high-end tourism sector. At the Africa CEO Forum held in Kigali, The Lux Collective and Cleo Capital Group formalized a partnership aimed at developing a network of five establishments between 2026 and 2028.
Beyond the hotel announcement, this project primarily confirms a fundamental trend: Rwanda is pursuing its strategy of prioritizing high-value tourism over volume. This approach is now attracting some of the most recognized players in the international hotel sector.
According to the specialized press, this development is part of the country's desire to strengthen its position in the luxury, ecotourism and premium experience segments.

For several years, Rwanda has been methodically building its image as a premium destination in East Africa.

A gradual rollout until 2028
The program will take place in two stages.
The first phase, expected from 2026, is based on the transformation of two existing establishments.
The Cleo Lake Kivu, located in Karongi, will be rebranded as The LUX* Lake Kivu. The property will offer 14 rooms with a focus on wellness, outdoor activities, and lakeside experiences.
Meanwhile, the Akagera Game Lodge will become SALT of Akagera. The 60-room hotel will enjoy a prime location near Akagera National Park and Lake Ihema.
A second phase plans the opening of three new locations by 2028.
The LUX* Volcanoes will develop 26 lodges near the Virunga Mountains, while The LUX* Nyungwe will offer 26 suites nestled in the heart of the rainforest. Finally, The LUX* Akagera will complete the collection with 26 premium tents dedicated to wildlife viewing.
Rwanda is focusing on high value-added tourism
This project illustrates the strategy pursued by Rwanda for several years.
Unlike some destinations that prioritize increasing the number of visitors, the country seeks to develop experiences capable of generating more revenue while limiting the impact on natural spaces.
This approach is particularly visible in mountain gorilla tourism, where visitor quotas and high prices help to fund conservation programs.
The future network developed by The Lux Collective follows this logic by combining high-end accommodation, discovery of natural ecosystems and immersive experiences.
A stated ambition centered around regenerative tourism
The partners also highlight environmental and social objectives presented as central to the development of future establishments.
According to information provided during the announcement, the projects will include solutions promoting renewable energy, optimized water management, and local supply chains.
Vocational training programs, support for local crafts and support for women's entrepreneurship are also among the commitments announced.
These objectives will naturally need to be evaluated as the projects enter the operational phase.
